<br />Mr. Mike Falk <br />February 7, 1996 <br />Page 2 <br /> <br />The driveway locations on both Woodbridge Street and Minnesota Avenue are relatively <br />close to Rice Street. As shown on the sketch layout we received, there is room to store <br />approximately two cars on Woodbridge Street and three cars on Minnesota Avenue <br />between Rice Street and the entrance. With the existing volumes of traffic and the <br />additional volumes from the Super America station, there will be times when vehicles could <br />back up past the service station entrances. Efforts should be made to move the entrances <br />as far to the west as possible, recognizing the need to maintain onsite circulation and <br />adequate turning radii. If the third vehicle on Woodbridge Street blocks the entrance to the <br />Super America station, the heavy southbound inbound movement could be blocked, <br />potentially backing out onto Rice Street. The primary concern on Minnesota A venue is the <br />backup onsite or if a vehicle leaving the station blocks the westbound lane of Minnesota <br />A venue. <br /> <br />On-street circulation is relatively straightforv,ard. There will be some maneU\'ering of <br />vehicles to travel back to Minnesota A venue to utilize the traffic signal at Rice Street. These <br />maneuvers will require backing up in some instances. Truck circulation onsite also appears <br />relatively tight, although the drawing we have is no longer to scale. It appears that <br />transports supplying the underground storage tanks will have to approach from the <br />Woodbridge Street entrance. The turn from Minnesota A venue to the storage tanks is very <br />tight. Service vehicles to either the trash container or the service entrance on the south side <br />of the building will also have to do maneuvering in front of the store. They will be in direct <br />conflict with vehicles using the car wash. Since deli\'eries occur at various times by different <br />vendors, there will be some problems associated with the maneuvering. These will be onsite <br />and will not affect Minnesota Avenue. <br /> <br />Vetucles accessing the car wash do have a reasonable amount of storage west and south of <br />the building. Occasionally the lines will back out in front of the store. These should be <br />relatively rare, and the long lines are likely to discourage too many people from blocking <br />traffic. <br /> <br />,Parking onsite is relatively scarce. There are three general spaces on the north and one on <br />the south. Since there are generally two employees in the store, this leaves only two spaces <br />for customers. This will force many of the inside customers to park in front of the store, <br />reducing available circulation. This is a common occurrence at similarly designed stores, <br />and while it presents potential safety concerns, it is more of an inconvenience or annoyance. <br /> <br />In summary, the traffic volumes generated by the Super America store should have impact <br />primarily on the Minnesota Avenue and Woodbridge Street sections between the entrances <br />and Rice Street. There will be very little additional traffic on other portions of Minnesota <br />Avenue or Woodbridge Street or on Rice Street. <br /> <br />, <br /> <br />, . <br /> <br />.. <br />
