~

January 30, 1996

From

Jay Kennedy, Assistant Director of Public Works

To:

Mike Falk, City Planner

RE

FILE NO. 2807-PROPOSED SUPER AMERlC

I reviewed the above mentioned project and have the following concerns

General

1.

Adequate screening should be provided on the west property line

2

Landscaping plan should be checked by Chuck Stifter in the Parks Department No trees
should be planted in easements or within City or State right-of-way

'-' ...
.).

Ultimate plans call for a 99-foot corridor for Rice Street An additional 16 5 feet of right-of-
way is needed I am concerned that the City could incur substantial expenses to acquire the
right-of-way in the future The current plans show the underground tanks and a portion of
lhe parJcing lot within the 16.5 feet that will be required We will need to discuss this in
detail to determine whether the right-of-way dedication should be required

4.

The Super America sign cannot be located within right-of-way or easements

Gradin2. storm sewer. and erosion control

\, 1. The owner will need a permit from MnDOT to connect to the storm sewer on Rice Street
(T.H. 49). Contact Lars Impola at 582-1447 for more information

2. Storm inlets will need to be protected during construction to prevent silt from entering the
City's storm sewer system

3. Silt fence should be constructed along the property lines to keep soil from spilling into the
street or onto adjacent properties.

" 4 The consultant will need to demonstrate that no more flow will be entering into the City's
storm sewer system than under the previous conditions
