The accessory structure must be constructed typical residential materials. <br /> <br />8.0 PLANNING COMMISSION RECOMMENDATION <br /> <br />8.1 Planning Commission Meeting, Excerpt from Draft Minutes: <br /> <br />A request by Advent Lutheran Churchfor a Variance to Section 1004.01A4 (Requirements for <br />Increased Size) and a Conditional Use Permit to allow the construction of a 30 foot by 40 foot <br />(1,200 square foot) detached accessory building in the rear yard (south) of the premises located <br />at 3000 Hamline Avenue. <br /> <br />Vice Chair Jim Mulder opened the hearing and requested Dennis Welsch to provide a verbal <br />summary of the project report dated September 12, 2001. <br /> <br />Dennis Welsch explained that Advent Lutheran Church has requested a 192 square foot variance to <br />Section 1004.01 A3 (Detached Accessory Building Limit) to construct a 1,200 square foot accessory <br />building on the premises located at 3000 Hamline Avenue. Advent Lutheran Church is also <br />required to obtain a conditional use permit (CUP) to construct the accessory building in <br />accordance with Sections 1004.01A4 (Requirements for Increased Maximum Size) and 1013.01 <br />(Conditional Use Permits) of the Roseville City Code. <br /> <br />Welsch explained that Advent Lutheran Church own the property located at 3000 Hamline <br />Avenue. The property encompasses approximately 5.2 acres, is zoned R-1, Single Family <br />Residential, and the Comprehensive Plan identifies the property as Low Density Residential. <br />Advent Lutheran Church desires to tear down their existing 308 square foot shed constructed in <br />1954 and replace it with a 30-foot by 40-foot (1,200 square feet) accessory structure. The new <br />structure would better serve the Church and its auxiliary uses storage space needs. Staff <br />recommended approval of the variance and the conditional use permit with conditions. <br /> <br />Chair Mulder asked that a CUP condition be added to review the fire and building code <br />compliance with the school on the premises. <br /> <br />Pastor Tom Bassich agreed with the Chair regarding fire and building code and will also install <br />windows as per the staff recommendations. <br /> <br />Member Wilke asked if there was a driveway needed (there are existing driveways and parking). <br /> <br />Chair Mulder asked for details regarding the requirement for windows.
