B. The detached accessory building can be partially screened by placing appropriate
landscaping around three sides of the structure. The sides of the accessory
building can be modified with windows to minimize the mass of the building.

C. The detached accessory structure will not have an impact on the market value of
contiguous property.

D. There appears to be no impact on general health, safety, and public welfare.

E. The project complies with the Comprehensive Plan designation (via the CUP and
variance process) as a Low Density Residential use.

5.3 Conditions may be attached to the CUP that would mitigate the impact on adjacent
properties including such items as roof gutters for controlling drainage, landscape
screening, windows, building materials, and roof truss design.

6.0 POLICY & FISCAL IMPLICATION

6.1 The Comprehensive Plan and the Roseville Housing Improvement Plan encourage
maintaining and improving residential properties and infrastructure, as well as
reconstruction and rebuilding of residential structures (and neighborhoods) throughout
the community. However, the Comprehensive Plan does not directly speak to
improvements to church properties.

6.2 There are no additional fiscal implications and no public infrastructure improvements or
extensions necessary.

7.0 STAFF RECOMMENDATION

7.1 Staff recommends approval ofthe 192 square foot variance to Section 1004.01A4 of
the Roseville City Code and approval of a conditional use permit to allow the
construction of a detached accessory building 1,200 square feet in size for property
located at 3000 Hamline Avenue, subject to the following conditions:

A. The detached accessory building shall be limited to a size of 30 feet by 40 feet or
1,200 square feet.

B. Windows must be incorporated into 40-foot long wall to break-up the structures
mass.

C. Landscaping including coniferous varieties shall be incorporated around the
accessory structure to screen and break up the mass of the structure for adjacent
residential properties.

D. The structure must be setback a minimum of five feet from the side and rear
property line.

PF3340 ReA (092401).doc Page 4 of6
