(PF3336) <br /> <br />DATE: 09/24/01 <br />ITEM NO' <br />C-g <br />Agenda Section: <br />Consent <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Family Academy Chmiel' School has submitted an application for an Interim Use Permit to <br />allow a temporary modular office building on the east side (adjacent to the school use within <br />the building) of the Advent Lutheran Church, 3000 Hamline Avenue for a period of three <br />years. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Section 1012.09A states: the City Council may authorize an interim use permit of <br />property. Interim use may not be consistent with the Im1d uses designated on the adopted <br />Land Use Plan. They may also fail to meet all of the zoning standards established for the <br />district within which it is located. <br /> <br />2.2 Section 1012.09B states: the City Council may attach conditions to interim use permits. <br />In reviewing interim use permit applications, the City will establish a specific date or <br />event that will terminate the use on the property. The Council will also determine that the <br />approval of the interim use would not result in adverse effects on the public health, safety <br />and general welfare, and that it will not impose additional costs on the public if it is <br />necessary for the public to take the property in the future. <br /> <br />2.3 Family Academy Chmiel' School has a need for more office space outside of the limited <br />classroom areas within the Church. The 12' x 56' wood faced, skirted modular building will <br />be located on grass along the east side of the Church, directly adjacent to the east entry to the <br />building. An accessibility ramp will be provided. The building will not obstmct or eliminate <br />parking on the site. The use will primarily be clerical and administrative, although some <br />student counseling could occur in the building. <br /> <br />2.4 Advent Lutheran Church has an approximate sanctuary seating capacity of 500 seats. This <br />size of an assembly area has a parking requirement of 143 off-street parking spaces. The <br />existing parking lots provide approximately 200 off-street parking spaces. <br /> <br />2.5 The proposed modular structure has wood lap siding, two entrances, and windows on each <br />side and HV AC units built in to the stmcture. <br /> <br />PF3336 - RCA (092401) - Page 1 <br />
