<br />REQUEST FOR PLANNING COMMISION DISCUSSION <br /> <br />Department Approval <br /> <br />Date:11114/01 <br />Item No: 8a <br />Agenda Section: <br />Discussion <br />Discuss the revision of City Code, Section 1005.07, to update and <br />modify to a Master Planned Business Park Zone (PF3351) <br /> <br />Manager Approval <br /> <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Discuss the proposed revisions of Roseville City Code, Section 1005.07 (Office <br />Park District) to a Master Planned Business Park Zone within the City of <br />Roseville. <br /> <br />2.0 PROJECT BACKGROUND <br /> <br />2.1 Since 1985 Roseville has been gradually converting the older industrial areas into <br />hi-tech, hi-Hex mixed business areas with a new generation of head- of-household <br />computer and information software, biotech! bio-medical jobs, and <br />service/support related areas. Examples of these evolving areas include: <br />1) Centre Pointe <br />2) Opus-Gateway <br />3) CSM-Gateway West <br />4) Everest-Lottery/Parker Hughes <br />5) Roseville Properties Patton Road Incubator Business Center. <br /> <br />More recently, Business Park plmming for Twin Lakes has included these mixed <br />uses plus multiple housing to create a more livable community and provide <br />opportunities for more jobs to housing balance. <br /> <br />2.2 Currently there is not a zoning that accurately describes these redevelopment <br />areas as "Master Planned Business Park", which would protect the new uses. <br />Encroachment or expansion by older, heavy industry and trucking occur because <br />the "1-1" and "1-2" zones have remained and surround the Redevelopment PUDs. <br />Therefore, staff is proposing a revision of the B-6 zoning district, which could be <br />used with the PUD redevelopment process to more correctly plan for and protect <br />the higher value and more aesthetically pleasing newer land uses in a Business <br />park. <br /> <br />2.3 In September of 200 1, the City of Roseville created a Comprehensive Plan <br />Business Park designation. The Twin Lakes Master Plan was approved with that <br />designation. On October 24,2001, the Metropolitan Council approved the <br />designation of "Business Park" within the Twin Lakes Master Plan Amendment <br />to the City of Roseville Comprehensive Plan. <br /> <br />1 <br />
