<br />2.4 The suggested next step is to revise the "B-6" Zone (City Code Zoning District, <br />Section 1 005) to more accurately describe a "Master Planned Business Park" <br />zoning district. <br /> <br />2.5 After adoption of the revisions to the B-6 Zone to "Master Planned Business <br />Park", the next step would be to rezone all of the parcels within the Twin Lakes <br />Master Plan area. <br /> <br />3.0 PLANNING PRINCIPLES FOR BUSINESS PARKS: <br /> <br />3.1 The purpose of a Business Park is to create a high quality, professional <br />enviromnent for administrative, professional, government and medical <br />offices and non-polluting science, teclmology, light manufacturing and <br />ancillary warehouse facilities in pleasant, pedestrian-oriented mixed-use <br />environments featuring freeway access, a variety of amenities and high- <br />quality architectural and landscape design. Depending upon the location <br />of the Business Park, multi-family residential development may be <br />appropriate and encouraged. <br /> <br />3.2 In general a "Master Planned Business Park" is a hybrid of industrial and <br />office parks that contains multiple uses and activities that are developed in <br />a connected manner. Such uses include traditional industrial uses (such as <br />warehouse/distribution, light manufacturing, and research and <br />development activities) as well as other types ofland uses including <br />headquarter offices, recreational facilities, health clubs, day care centers, <br />incubator spaces for emerging companies, and residential uses. Each <br />business park is unique in theme and may include all or just of few of the <br />different uses. They require sophisticated land planning, (many times <br />including a PUD) high quality architectural and landscape design, building <br />flexibility, a variety of amenities, connected pathways and appropriate <br />envirom11ental controls. <br /> <br />3.3 The following principles were first used in the Twin Lakes planning process but <br />are applicable to all business parks and clusters of office/high tech flex buildings <br />in Roseville. <br /> <br />1. Create a buffer to protect and enhance the public enjoyment of preserved <br />and new natural amenities <br />2. Protect the residential neighborhoods at the edges of the business park <br />with less intrusive new business or residential uses <br />3. Create a livable environment (more green space, pathways, controlled <br />vehicle access ways, parking and transit with a mix of uses which can <br />support most employer and employee needs) <br />4. Create compatibility between uses and building designs <br />5. Minimize the impact of commercial traffic onto residential streets, reduce <br />congestion at main intersections <br />6.
