<br />4.3 Business Park Allowable Uses: <br /> <br />"Permitted" land uses within a Business Park include offices, light industry, <br />research and development, light manufacturing and warehousing (as an ancillary <br />use), provided the uses meet City standards regarding pollution, health and safety. <br />Related employee/customer amenities such as hotels, conference centers, health <br />clubs, and open space are also "permitted" uses. To provide jobs to housing <br />balance and to create a more livable and walkable environment, multi-family <br />residential uses are allowed in areas where it is most appropriate. The Floor to <br />Area Ratio ranges from 25 to 75 percent. More dense development that includes <br />underground parking and parking ramps is encouraged to preserve open space. <br /> <br />4.4 The staff has prepared a series of issues and strategies relating to Roseville <br />Industrial and Business Parks that illustrate how the City may plan for longer <br />term, higher quality investments by identifying the traditional problems and <br />longer term solutions. (see attachment). <br /> <br />5.0 POLICY IMPLICATIONS - Business Park Consistency With <br />Comprehensive Plan <br /> <br />5.1 The City of Roseville Comprehensive Plan is the official plan and guide for future <br />development in the community. Within the plan there are specific goals and <br />policies related to business and industrial development, especially within Section <br />3, Land Use Goals and Policies and in Section 7 Economic and Redevelopment <br />Plans (attached). In general, they provide direction to improve environmental <br />quality and development standards; improve the aesthetic appeal; mix related <br />uses; create buffers between non-complementary uses or zoning districts; provide <br />more intense development and head of household job opportunities. <br /> <br />6.0 STAFF COMMENT and RECOMMENDATION <br /> <br />6.1 Staff requests discussion and direction on the request to revise City Code Section <br />1005.07 to more accurately describe a "Master Planned Business Park" land use <br />zone at a future meeting, with proper printed notice and mailed notice, a hearing <br />on the text amendment to the Code and a map amendment to the Zoning Map <br />could be scheduled. <br /> <br />6.2 In addition staff suggests that Section 1010, Design Standards be updated to meet <br />current design practices for business parks and that a draft of revised design <br />standards be reviewed at a public hearing to be scheduled in the spring of 2002. <br /> <br />Next Page <br /> <br />4 <br />
