Locate uses and buildings in areas where they can best take advantage of <br />industrial clusters and support services <br /> <br />4.0 BUSINESS DEVELOPMENT AREAS AND BUSINESS PARK <br />DEFINITIONS: <br /> <br />4.1 City of Roseville staff did research other business parks for models that could be <br />adapted to the community. A good general example is the City of Davis, <br />California, which has replaced the concept of "certified industrial parks" with <br />"business development areas". This change in concept recognizes the expansion <br />of high technology uses as well as light manufacturing uses. Davis eliminated the <br />minimum acreage requirements previously associated with industrial parks, <br />allowing "business development areas" in locations that have limited available <br />space but require sophisticated site and architectural planning. Davis places value <br />on keeping jobs near employee homes, reducing worker-transportation issues and <br />encouraging non-motorized commuting to work. The "business development <br />areas" may use tax increment revenues. The Davis amendments also allow the <br />City to develop standards for business parks. These standards address uses of <br />property, types of building materials, landscaping, setbacks, parking, storage <br />areas, and management required for designation as a business park. <br /> <br />4.2 Roseville Business Park Definition: <br /> <br />In 2001, the Comprehensive Plan for "Business Park" land designation was <br />approved. As defined in the Plan, "Business Park is a mix of uses that include <br />multi level offices, high tech flex, service retail and multi-family housing where <br />appropriate. It is more specifIcally defined as: <br /> <br />A geographically identifiable area which contains a consistent <br />architectural mix of office, office-laboratory, office-showroom- <br />warehousing, biotechnical, biomedical, high-tech software and hardware <br />production uses with support services such as limited retail, health, fitness, <br />lodging and multifamily housing. The "Business Park" has well-planned <br />roads, utilities, ponding and communication systems. Parcels within a <br />"Business Park" have access to an internal parkway and/or external <br />County minor arterials as well as convenient access to the Interstate <br />Highway System. Emphasis is placed on creating a unique, safe and high- <br />quality work and play environment by installation of extraordinary, <br />architecturally distinct buildings, parkways, transit and transportation <br />services, site planning, landscaping, parks, pedestrian pathways, and <br />lighting. <br /> <br />"l <br />.J <br />
