<br />WORK SESSION AGENDA ITEM NO. 4 <br /> <br />MEMORANDUM <br /> <br />Community Development Dept. <br /> <br />490-2236 <br /> <br />Date: <br /> <br />January 8, 1996 <br /> <br />To: <br /> <br />Dennis Welsch <br /> <br />From: <br /> <br />Mike Falk\ff <br /> <br />Subject: <br /> <br />Sketch Plan Review - Southeast comer of County Road C and Fairview <br />Avenue. <br /> <br />The property in the southeast comer of County Road C and Fairview Avenue is 2.2 acres in size <br />and is zoned R-1 Single Family. The western portion of the property has a narrow frontage on <br />Fairview Avenue. The middle of the property is considered wetland and on the eastern portion of <br />the property is a legal n:m-conforrning cold storage building. For some time, the owners of the <br />property have been trying to market this property to commercial or industrial users. The City of <br />Roseville is interested in acquiring the property for storm drainage purposes and have had the <br />property appraised and made an offer to the owners. At this point, the City's offer and the <br />owners expectations are a ways apart. <br /> <br />In the meantime, Belaire Collectibles, a Roseville business has expressed an interest in purchasing <br />the western portion of this property to build an approximate 4,000 square foot specialized office <br />for their business. They have indicated that they are mostly a mail order business with a minimum <br />amount of retail walk-in traffic that would have little impact on the traffic on Fairview Avenue. <br />the site plan they have submitted for sketch plan review, indicates approximately 40 parking <br />spaces on the proposed site plan. This parking is proposed to take place over an existing wetland <br />area. Belair has indicated that because there are single family residential homes to the north, the <br />image of the building they would propose would be residential in scale and design. <br /> <br />Before staff can process an application for rezoning to planned unit development, a policy <br />decision about City acquisition of this parcel ofland is necessary. In part, the purpose for City <br />acquisition of the property is to provide additional storm water ponding capacity and, in part, to <br />eliminate the need for access onto Fairview Avenue so close to County Road C. If the City <br />decides not to purchase the property, this use appears to be one of the least intense commercial <br />uses that could go on this comer. In any case, any proposed change in the zoning classification <br />should be done through the planned unit development process, carefully defining any use for this <br />property. <br />
