<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br />DATE: 11/26/01 <br />ITEM NO: H-l <br /> <br />Agenda Section: <br />HEARINGS <br /> <br />A request by James Robinson for a "Three Parcel Minor Subdivision" to <br />create two new residential parcels from the existing parent parcel at 425 North <br />McCarrons Boulevard (PF3354). <br /> <br /> <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 James and Linda Robinson, property owner at 425 North McCarrons Boulevard, have <br />requested City Council review and approval of a "Three Parcel Minor Subdivision ". <br />Specifically, the Robinson's are requesting the creation of two parcels from one large <br />parcel. <br /> <br />1.2 Section 11 04.04EE specifies the procedures for consideration and approval of a "Three <br />Parcel Minor Subdivision." Specifically, this section of the City Code states: Three <br />Parcel Minor Subdivision: When a subdivision creates a total of three or less parcels, <br />situated in an area where public utilities and street rights-of-way to serve the proposed <br />parcels already exist in accordance with City Codes, and no further utility or street <br />extensions are necessary, and the new parcels meet or exceed the size requirements of the <br />zoning code, the applicant may apply for a minor subdivision approval. The proposed <br />subdivision, in sketch plan form, shall be submitted to the City Council at a public <br />hearing with notice provided to all property owners within 350 feet. The proposed <br />parcels shall not cause any portion of the existing lots, parcels, or existing buildings to be <br />in violation of this regulation or zoning code. Within 30 days after approval by the City <br />Council, the applicant shall supply the final survey to the Community development <br />Director for review and approval. A certificate of survey shall be required on all <br />proposed parcels. After completion of the review and approval by the City manager, the <br />survey shall be recorded by the applicant with the Ramsey County Recorder within 60 <br />days. Failure to record the subdivision within 60 days shall nullify the approval of the <br />subdivision (Ord. 1171,9-23-1996). <br /> <br />2.0 BACKGROUND <br /> <br />2.1 In September 2000, the Roseville City Council approved a similar request by the <br />Robinson's. At that time the northern portion of the lot was split from the parent parcel. <br /> <br />2.2 The Robinson's now desire to split off the eastern portion of the parcel they retained to <br />build a new home. <br /> <br />PF33540 - ReA 112601 Page 1 on <br />
