<br />2.3 Staff has reviewed the attached sketch plan for the proposed two parcel minor <br />subdivision and has concluded that the proposed lot design, though unique, does not pose <br />any issues or concerns, nor will it create any setback inconsistencies. The existing <br />principal structure at 425 McCarrons Boulevard will meet the required 10 foot side yard <br />setback. <br /> <br />2.4 The proposed parcel would have a width of 125 feet and depth of253 feet and 11,014 <br />square feet, thereby exceeding the City Code subdivision and setback requirements for <br />the new parcel. <br /> <br />2.5 The applicant is required to provide the City with the appropriate recording medium <br />necessary to sign for applicant recording at Ramsey County. <br /> <br />3.0 STAFF FINDINGS & CONDITIONS <br /> <br />3.1 The two proposed lots meet all dimensional and area requirements for new lots created <br />within "R-l", Single Family Residential District. As well, the existing home is situated <br />on the proposed parcel to meet or exceed the "R -1" setback requirements. <br /> <br />3.2 The proposed minor subdivision should include a five foot wide utility and drainage <br />easement adjacent to all side and rear property lines, including the interior property line <br />between the two parcels. <br /> <br />3.3 Detailed grading plans with building slab or first floor elevation and drainage direction <br />must be submitted to the City Engineer for review and approval prior to building permit <br />issuance on the vacant parcel. <br /> <br />3.4 The City policy is to accept cash in lieu ofland dedication for the creation of new <br />individual lots. The dedication fee is $500.00 for the newly created parcel. The fee shall <br />be collected prior to issuance of a building permit on said parcel. <br /> <br />3.5 The City policy is to accept a Sewer Availability Charge (SAC) upon the issuance on <br />building permits for all newly created parcels. In this case, new sewer and water service <br />is required for new vacant parcel, the location of which shall be approved by the City <br />Engineer. The SAC fee ($1,200) is required and will be collected on the new parcel at <br />the time the building permit is issued. <br /> <br />3.6 The City Engineer must review and approve the driveway curb cuts along North <br />McCarrons Boulevard prior to the issuance of building permits. <br /> <br />3.7 The City policy is to accept additional street right-of-way to meet city master roadway <br />plans.
