<br />3.4 The final tree preservation/landscape plan must be reviewed and approved by the City <br />Forester and City Planner. Said plans must preserve those trees deemed appropriate <br />adjacent to the existing and the proposed street right-of-way and adjacent to the periphery <br />(north, east and west) ofthe parcel. Landscape must include street trees and other <br />landscaping that augments existing vegetation on the parcel. <br /> <br />3.5 Park dedication for the seven-lot development is required and must be in the form of a <br />cash payment in lieu ofland dedication amounting to $500 per lot or $3,500. According <br />to the City Park System Plan no further land is required in this area. The contribution <br />will be added to the park redevelopment fund for the benefit of all city users. <br /> <br />4.0 POLICY IMPLICATIONS: <br /> <br />4.1 The Roseville Comprehensive Plan designates the subject parcel and surrounding <br />neighborhood as Low Density Residential. Low Density Residential allows a density of <br />four units per acre for which the proposed development of seven single-family lots/units <br />would be developed on 2.25 acres thus meeting the four units per acre requirement. <br /> <br />4.2 Section 3 of the Comprehensive Plan describes general land use and housing goals. The <br />project is consistent with these goals. Section 6 (Housing) encourages diversity in <br />housing, housing stock, and also recommends meeting life cycle housing needs of the <br />community. (In this case, it is smaller market rate homes, primarily targeted to empty <br />nesters or seniors who wish to reduce their exterior maintenance and lawn care.) <br /> <br />5.0 STAFF RECOMMENDATION: <br /> <br />5.1 The proposal is consistent with the Comprehensive Plan in terms of density, size, <br />diversity of housing stock and attempting to meet life cycle housing needs of residents. <br />Staff therefore recommends approval of the proposal by Stoney River Development for a <br />final plat, final reading of a rezoning, Final Development Plan, and Planned Unit <br />development Agreement approval of a planned unit development for the proposed <br />development of seven single family residential lots on which seven single family <br />detached owner occupied homes will be constructed with associated site improvements <br />on property at 495 lona Lane. <br /> <br />6.0 PLANNING COMMISSION ACTION: <br /> <br />6.1 On January 2, 2001, the Roseville Planning Commission held the required public hearing <br />regarding the Stoney River request. At the hearing two neighboring residents spoke in <br />favor of the development, but asked if the number of lots could be reduced to seven. <br /> <br />6.2 The Commission asked the developer and City Planner questions regarding the <br />development, specifically dealing with setbacks, lot coverage, and density. <br /> <br />6.3 The Planning Commission recommended approval (7-0) of the preliminary plat and <br />General Concept Plan for the Planed Unit Development on 2.25 acres at 495 lona Lane. <br /> <br />PF3357 - ReA Final Development Plan 030402 Page 4 <br />
