The Owners, as well as other owners in the Twin Lakes area
of Roseville, are very concerned about the proposed rezoning of their properties in Twin Lakes
to B-6. Under the new text language for the B-6 district, the Owners believe that the rezoning
will result in difficulties leasing their properties, resulting in vacancies and reduction in property
values and ultimately the tax base.

The Owners believe there are possible "win-win" solutions to their concerns, and that adoption
of either of two courses of action proposed in this letter will:

. Retain viable businesses and employers in the City,

. Maintain the tax base,

. Avoid the negative image and dangers of vacant and blighted buildings,

. Allow the recovery of significant existing investments in the City, and thereby

. Encourage future investment by desirable businesses in the City.

The Owners' concerns result from:

. The limited-use nature of their buildings, which do not readily accommodate uses
permitted in the new B-6 district,

. The long-term time1ine for the proposed redevelopment of Twin Lakes into uses
permitted in the new B-6 district,

main 612.492.7000
fax 612.492.7077
www.fredlaw.com

Fredrikson & Byron, P.A.
4000 Pillsbury Center
200 South Sixth Street
Minneapolis, Minnesota
55402-1425

OFFICES Minneapolis, London AFFILIATES: Mexico City, Warsaw, Montreal, Toronto, Vancouver

I
