Plannine File 3359: Request by the City of Roseville to rezone the Twin <br />4 Lakes Business Park from R-l, Single Family Residential, B-1, Limited <br />5 Business District, B-4, Retail Office Service District, 1-1 Light Industrial, <br />6 and 1-2, General Industrial to B-6, Business Park <br />7 <br />8 Chairman Duncan opened the hearing and requested Community Development <br />9 Director Dennis Welsch provide a summary ofthe project report dated June 5, <br />10 2002. <br />11 <br />12 The City of Roseville is proposing a rezoning within the Twin Lakes Master Plan <br />13 area from the existing mix ofIndustrial (1-1, 1-2), Business (B-4, B-1) and <br />14 Residential (R -1) land use zones to Mixed Use Business Park (B-6). The <br />15 rezoning would provide land use consistency within the Business Park. It will <br />16 also provide consistency between the Comprehensive Land Use Plan "Mixed Use <br />17 Business Park" and the City Zoning Code "B-6" zoning district. The Twin Lakes <br />18 Master Plan area is generally bounded by County Road C2 on the North; <br />19 Cleveland Avenue on the West; County Road C on the South; and just west of <br />20 Snelling on the East. (Refer to site map attached and legal description of parcel <br />21 affected). <br />22 <br />23 The current proposal, to rezone the Twin Lakes Master Plan Area to "B-6", <br />24 assures that future land uses are compatible with the Comprehensive Plan Mixed <br />25 Use Business Park designation. <br />26 <br />27 The Twin Lakes Master Plan is consistent with commercial industrial goals and <br />28 policies of the City of Rose vi lIe as described in Section 3 of the Comprehensive <br />29 Plan (as revised in January, 2001). The Twin Lakes Plan includes the following: <br />30 <br />31 a. Create a buffer to protect and enhance the public enjoyment of Langton <br />32 Lake. <br />33 b. Protect the residential neighborhoods with less intrusive land uses. <br />34 c. Create a livable environment with a mix of compatible uses. <br />35 d. Create compatibility between uses and building designs in order to <br />36 encourage new investment, protect and enhance existing value. Minimize <br />37 the impact of commercial traffic onto residential streets; reduce <br />38 congestion at main intersections; clean up soil and groundwater <br />39 pollution.f. Clean up soil and groundwater pollution. <br />40 g. Provide a range of quality jobs. <br />41 h. Diversify the tax base. <br />42 1. Provide a flexible land use plan. <br />43 J. Locate uses in areas where they can best take advantage of necessary <br />44 market forces. <br />45 <br />46 Merle Goodmanson, 2630 Fairview Avenue, stated that the plan would be good <br />47 for Roseville businesses. How much more traffic will this create? Will mass <br />48 transit be placed on the railroad line? There are eleven houses in the area. <br />49 <br />50 Dennis Welsch explained the environmental and transit plan. <br />51 <br />
