<br /> <br />Community Development Department <br /> <br />June 14, 2002 <br /> <br />Mr. John Sanders <br />Northco Real Estate Services <br />4900 Viking Drive <br />Edina, Mn. 55435-5314 <br /> <br />Via Fax 952-820-1620 <br /> <br />Re: Interpretation ofB-6 Zoning for pre-existing uses in Twin Lakes. <br /> <br />Dear John: <br /> <br />You asked that I provide you with the staff rational for determining whether a pre- <br />existing, non-conforming use within a B-6 zone would be allowed to remain in place <br />and/or renovate and change configuration within an existing building, and what <br />constituted an expansion or intensification. <br /> <br />Over the long term - 15 years - the goal of the Twin Lakes Master Plan is to create a <br />more compatible mix of higher value uses with more environmental protection of the <br />land air and surface and ground water. Head of household jobs are sought. This will be <br />accomplished by gradually converting an area composed of heavier industrial uses and at <br />least 9 trucking related uses into a business park composed of office, research, <br />laboratories, light manufacturing, showrooms/offices with indoor storage and support <br />businesses, facilities, and some residential uses. <br /> <br />Regarding the pre-existing non-conforming use expansion/renovation question, there are <br />unknowns both from the property owner's perspective and from the City's perspective. It <br />is difficult for the City to be specific without at least a hypothetical case to review. Even <br />then, there are some cases where only a real-life physical situation will allow for such a <br />determination. The Community Development Director, the City Planner, and the <br />Development Review Committee are the first reviewers in Roseville and are available to <br />assist in the determination during the workweek. Should the property owner not agree <br />with that determination, the City Council acts as the Board of Adjustment and Appeals <br />and can make a final determination on a weekly or monthly basis. <br /> <br />Here is the broader conceptual framework for Twin Lakes land use based on the <br />Comprehensive Plan and the Twin Lakes Master Plan: <br /> <br />2660 Civic Center Drive .:.
