<br />4.0 STAFF RECOMMENDATION: <br /> <br />The Planning staff recommends "Option 3.2e", making no changes at this time to <br />the text or the map, recognizing that the development and leasing market is in a <br />slow period, and that this area (Twin Lakes) might best be served by having each <br />proposal for a parcel or group of parcels heard, reviewed, and decided upon <br />individually in the future by each developer and/or the city. <br /> <br />Staff also recommends preparation of an additional policy document that more <br />clearly explains the pre-existing, nonconforming building and land use review <br />procedure. <br /> <br />5.0 PLANNING COMMISSION ACTION: <br /> <br />1. Table until November 4, 2002, any Planning Commission recommendation on <br />language changes to the B-6 zoning district, instructing the City Attorney and staff to <br />retain the existing pre-existing, nonconformity language, and request the City Attorney <br />and staff to prepare specific clarification language for Section 1005.07 A and B regarding <br />"permitted uses and ancillary uses". <br /> <br />2. Recommend to the Council to table indefinitely the City's proposal to rezone all <br />Twin Lakes parcels from 1-1,1-2, and B-1 and B-4 to B-6, thus allowing for individual <br />parcel-by parcel "B-6" rezoning requests consistent with the Twin Lakes Master Plan as <br />amended and current at the time of the rezoning request. <br /> <br />3. Request the staff to develop a policy document which explains the pre-existing, <br />nonconforming building and land use review procedure. <br /> <br />6.0 SUGGESTION COUNCIL ACTION: <br /> <br />By motion, deny the request by the City of Roseville to rezone the Twin Lakes area <br />(change the zoning map) as described in the proposed ordinance (attached) from B- <br />1, B-4, 1-1 and 1-2 to B-6 Mixed Use Business Park, in order to allow individual <br />property owners to come forth with proposed rezoning, consistent with the <br />Comprehensive Plan, at a future time. <br /> <br />Prepared by: Thomas Paschke (490-2236) and Dennis Welsch (490-2232) <br />Attachment: Proposed Ordinance. 60-day review not applicable. <br /> <br />PF3359-RCA(1 02102) Page 6 of 13 <br />
