Planninl!: File 3359: Request by the City ofRoseville to rezone the Twin Lakes Business <br />Park from R-l, Single Family Residential, B-1, Limited Business District, B-4, Retail <br />Office Service District, 1-1 Light Industrial, and 1-2, General Industrial to B-6, Business <br />Park <br /> <br />Chairman Duncan opened the hearing and requested Community Development Director Dennis <br />Welsch provide a summary of the project report dated June 5, 2002. <br /> <br />The City of Roseville is proposing a rezoning within the Twin Lakes Master Plan area from the <br />existing mix ofIndustrial (I-I, 1-2), Business (B-4, B-1) and Residential (R-I) land use zones to Mixed <br />Use Business Park (B-6). The rezoning would provide land use consistency within the Business Park. <br />It will also provide consistency between the Comprehensive Land Use Plan "Mixed Use Business <br />Park" and the City Zoning Code "B-6" zoning district. The Twin Lakes Master Plan area is generally <br />bounded by County Road C2 on the North; Cleveland Avenue on the West; County Road C on the <br />South; and just west of Snelling on the East. (Refer to site map attached and legal description of parcel <br />affected). <br /> <br />The current proposal, to rezone the Twin Lakes Master Plan Area to "B-6", assures that future land <br />uses are compatible with the Comprehensive Plan Mixed Use Business Park designation. <br /> <br />The Twin Lakes Master Plan is consistent with commercial industrial goals and policies of the <br />City of Roseville as described in Section 3 ofthe Comprehensive Plan (as revised in January, <br />2001). The Twin Lakes Plan includes the following: <br /> <br />a. Create a buffer to protect and enhance the public enjoyment of Langton Lake. <br />b. Protect the residential neighborhoods with less intrusive land uses. <br />c. Create a livable environment with a mix of compatible uses. <br />g. Create compatibility between uses and building designs in order to encourage new <br />investment, protect and enhance existing value. Minimize the impact of commercial traffic <br />onto residential streets; reduce congestion at main intersections; clean up soil and <br />groundwater pollution. Clean up soil and groundwater pollution. <br />g. Provide a range of quality jobs. <br />h. DiversifY the tax base. <br />1. Provide a flexible land use plan. <br />J. Locate uses in areas where they can best take advantage of necessary market forces. <br /> <br />Merle Goodmanson, 2630 Fairview Avenue, stated that the plan would be good for Roseville <br />businesses. How much more traffic will this create? Will mass transit be placed on the railroad <br />line? There are eleven houses in the area. <br /> <br />Dennis Welsch explained the environmental and transit plan. <br /> <br />Bruce Carlson, Northco Real Estate Services, expressed concerns with flexibility for continued <br />uses and existing tenants; and is supportive of plan and vision and may be interested in future <br />development ofthe area. Within Twin Lakes Northco owns 440,000 s.f., 32% oftenants are <br />conforming. The remodeling of buildings for tenants may be difficult.
