COMMUNITY DEVELOPMENT DEPARTMENT

May 16,2001

Joanne Barron
Metropolitan Council
Mears Park Centre
230 East Fifth Street
St Paul, MN 55101-1634

RE: 2001 Part I Application: Livable Communities Demonstration Account
(Twin Lakes Business Park, City of Roseville)

Dear Joanne:

The City of Roseville is pleased to submit their 2001 Part I Application for a project called "Twin Lakes
Business Park" for consideration under the Livable Communities Demonstration Account of the Metropolitan
Livable Communities Fund. This application proposal is consistent with the City ofRoseville Comprehensive
Plan and Policies.

Thank you for your consideration of this project for the Livable Communities Demonstration Account.
Roseville believes that the Twin Lakes project, a brownfield redevelopment, meets and exceeds the goals and
objectives of the Metropolitan Council to provide livable communities in the Twin Cities Metropolitan Region,
especially within the first ring developed suburbs. This project provides a master plan that will convert
underutilized truck terminals and industrial buildings into a full mix use development that includes multifamily
housing, offices, neighborhood and business services and a medical campus all linked with a system of
pathways and common greenspaces.

The challenges of brown field redevelopment for such a large area is beyond a level that Roseville, a community
of35,000 residents, can support financially on its own. However, the benefits, over 5,000 jobs and $300 million
in new investment, will be seen on a regional level.

We look forward to working with you on the implementation of the project and submitting a full application
later this summer.

Sincerely,

'~lWJ~

Dennis Welsch (490-2241)
Community Development Director

Q:\Grants\Livalbe Comm - 99 ApplIBarron summary letter 100 I 99.doc

2660 Civic Center Drive ..:.
