May 1, 2002

RE: Twin Lakes Rezoning Infom1ational Meeting

Dear Property Owner:

Please join us for an informatiol.llllmeeting regarding the upcoming public hearing (June 5, 2002) for the
rezoning of property within the l'\'\iinLakes Business Park area. (Refer to Map for area affected). The
City of Roseville is proposing tor~z;one the Twin Lakes area to B-6, which would provide consistency
with the purpose and intent of the Comprehensive Land Use Plan definition and designation of a "Mixed
Use Business Park". The meetlngls scheduled for Thursday, May 16,2002 from 3:00-4:30 p.m. in
the Council Chambers at RosevilIe City Hall, 2660 Civic Center Drive.

Currently the Twin Lakes area consists of a mix of industrial (1-1, 1-2), Business (B-4, B-1) and
Residential (R-1) land use zones. In 2001 the City Council approved an amendment to the
Comprehensive Plan by designating the Twin Lakes area as a "Mixed Use Business Park". In addition,
the City Council amended the text of the City Code for B-6 zones to more accurately reflect that of a
mixed-use business park atmosphere.

In general, a "Mixed Use Business Park District" is defined as a geographically identifiable area which
contains a consistent architectural mix of office, office-laboratory, office-showroom-warehousing, bio-
technical, biomedical, high-tech software and hardware production uses with support services such as
limited retail, health, fitness, lodging and multifamily housing. A copy of the B-6 zone text is attached;
note that existing non-confonning uses may remain, but not be expanded or intensified.

We realize the land use scenarios are bound to affect your property. We'd like to provide this opportunity
to explain what is allowed in a B-6 zone, what it means to current business and tenants and how this
affects future expansion and redevelopment. Please contact anyone of the following for information
regarding the meeting.

Dennis Welsch Community DeveloDment Dir. 651-490-2232 Dennis.
