Introduction / Background <br /> <br />The Twin Lake Business Park is located in the northeast quadrant of Roseville <br />bordered by Cleveland A venue on the west, Snelling A venue on the east, County <br />Road C on the south and County Road C2 on the north. In 1996 URS/BRW <br />completed a Comprehensive plan for the area which included schematic designs <br />for Twin Lakes Parkway between Cleveland Avenue and Fairview A venue and <br />the necessary utility and infrastructure improvements to facilitate redevelopment. <br />Cost Estimates were included for the recommended improvements. <br /> <br />Since the completion of 1996 Twin Lakes Business Park Master Plan there have <br />been a number of changes in the area that require that the assumptions and <br />estimates contained in the original report be reviewed and revised. County Road C Streetscaping Master Plan - Prepared by City in 2002 <br />. Ramsey County's planned reconstruction of County Road C in 2003 <br />. County Road C Drainage Improvements report - 2001 <br />. Ryan Development of Twin Lakes Phase IV - water main, sanitary sewer and <br />storm sewer installed from Cleveland A venue to the Mount Ridge Road right <br />of way (1997). <br /> <br /> <br />This report focuses on the proposed improvements between Cleveland A venue <br />and Fairview A venue between County Road C and County Road C-2.
