Summary of Updates to the 1996 Twin Lakes Business Park <br />Master Plan <br /> <br />Twin Lakes Parkway from Cleveland Avenue to Fairview Avenue has been <br />divided into four construction phases as illustrated in Exhibit 1. <br /> <br />. Phase 1 - Cleveland Avenue to the Mount Ridge Road right-of-way <br />. Phase 2 - Arthur Street to Fairview A venue <br />. Phase 3 - Prior A venue to Arthur Street <br />. Phase 4 - Mount Ridge Road right-of-way to Prior Avenue and includes <br />the construction of Prior A venue from the proposed Twin Lakes Parkway <br />south to County Road C. <br /> <br />Proiect Phasing: This phasing scheme divides Twin Lakes Parkway into discrete <br />segments needed to serve existing and proposed development. Phases 1, 2 and 4 <br />could be constructed when development or operational concerns dictate. Phase 3 <br />is dependent on the previous construction of Phase 2 and Phase 4 and anticipates <br />the redevelopment of the PIK Property. <br /> <br />Prior A venue: As part of Ramsey County's preliminary plans for County Road C, <br />Prior A venue has been identified as the major north south connection between <br />County Road C and Twin Lakes Parkway between Cleveland A venue and <br />Fairview Avenue. Previously, Arthur Street was anticipated to be the main north- <br />south link. Prior A venue is midway between Cleveland A venue and Fairview <br />A venue and is the location of a proposed new frontage road to serve properties <br />south of County Road C. This consolidation of will allow the future installation <br />of a traffic signal at Prior Avenue and County Road C. <br /> <br />Mount Ridge Road: The current land use plan anticipates vacating Mount Ridge <br />Road right-of-way.
