<br />Rosedale Shopping Center Transit Hub and Parking Ramp Meeting <br />(11/29/01, Admin. Conf. Rm.) <br /> <br />Present: Rollin Huntsinger, Aaron Isaacs, Deb Bloom, Dennis Welsch, Mike Dzaman <br />(via phone) <br /> <br />Objective: Establish steps and set schedule for approvals of parking deck or ramp for <br />350 to 500 spaces along east side of mall near Mervyns to accommodate Transit Hub <br />parking, based on $6 million Federal Transportation Grant, to be designed in 2002, built <br />in 2003-4. MTC wouldprovide money to city; city would reimburse Mall Owners for <br />their construction of parking deck/ramp. The incentive for doing this is to provide more <br />customer and employee transit access and parking, more transit hub commuter parking, <br />as well as provide more night and weekend customer parking when less transit it <br />available or needed. An expanded Transit Hub and canopy system would also be <br />constructed on/near the site of the existing structure. <br /> <br />Aaron explained the design options done to date by Kelsey AlA, Eng. <br /> <br />Issues and Comments: <br /> <br />1. Need approval of REIT owners, Lend Lease, before going further.(Rollin) <br />2. Determine what is federal procurement and reporting issues within grant. <br />(Aaron). <br />3. Deb to review Fed Requirements in recent projects to anticipate possible grant <br />requirements, red tape and timing. <br />4. City to prepare first draft of development agreement. Review <br />BlainelNOlihtown (Delmis) agreement before beginning preparation of <br />development agreement (Delmis and Joel) to include: <br />a. TIF value of ramp; can new market value from ramp fill gap in project? <br />b. Gap financing will be issue if deck/ramp is seen as possible store <br />expansion pad or if deck/ramp is expanded beyond original space needs. <br />c. Ownership of new parking <br />d. Zoning and lot coverage <br />e. Parking credits for future development <br />f. Consulting and design services <br />5. Terms of the agreement MTC and Rosedale to agree on length of time that <br />Transit Hub will be located on the site and have separate agreement about use <br />by MTC. (Aaron and Rollin) <br />6. Number of spaces to be designed 350 minimum to approximately 500 spaces <br />7. If Rosedale does expand, the parking deck is to be counted as parking for <br />retails shoppers. Mike said they have 5 spacesll 000 net s.f. today and would <br />adhere to that in the future; the Mall know has an excess of parking for about <br />an additional 50-60,000 s.f. store site without constructing more parking <br />spaces. <br />8. With a new ramp of 350 spaces can add an additional 70,000 net s.f. space. <br /> <br />1 <br />
