4.0 STAFF COMMENTS & FINDINGS:

4.1 Throughout the 12 day Minnesota State Fair, the City Planner completed numerous
inspections of each of the seven park-in-ride lots, finding no inappropriate activities or
violations to the any of the seven approved Interim Use Permits.

4.2 The Community Development Department and Public Works Department did discuss no
parking signage, but determined it to be problematic and impossible to enforce,
especially a City wide ban (or individual lot) for on-street parking on the City street
surrounding each park-in-ride lot.

4.3 The City only received one complaint (multiple times) pertaining to the St. Rose park-in-
ride lot. The City could consider signing this particular comer for "no parking" and
inspect to see whether violations have occurred. However, we do not suggest
implementing a no parking policy on City streets that surround each park-in-ride lot.

5.0 PLANNING COMMISSION RECOMMENDA TO IN :

5.1 On October 2,2002 the Planning Commission reviewed the State Fair Interim Use
Permits and recommended as follows:

Recommend City staff monitor and inspect each park and ride lot in 2003 and
provide the Planning Co .. on and City Co cil wit inspection record.
Ayes: 5
Nays: 0
Motion carried.

6.0 SUGGESTED ACTION:

6.1 Hear public comment.

6.2 By motion, approve the Interim Use Permits (as issued on March 4, 2002) for the
Minnesota State Fair, in accordance with the findings and recommendations
outlined in the project report dated October 14,2002, to monitor and inspect each
park-and-ride lot in 2003 and provide the Planning Commission & City Council
with the inspection record.

Co.J)[) L ~ '2vv.it129
~--~McQR ~
X:...\J,.", ~ ;b IlL ~
~ ?aD? j ~() a.&f2 ~
~~.cJ) ~~.

Prepared by: Thomas Paschke (651-490-2236)

Attachments: Location maps and e-mail letters.

PF3370 - ReA 101402 - Page 3 of3
