<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 10/14/02 <br />ITEM NO: VIII C <br /> <br />Department Approval: <br />DPW /TP <br /> <br />-~7tulf l3efl:tdJ <br /> <br />Agenda Section: <br />REPORTS <br /> <br />Item Description: <br /> <br />Review of Interim Use Permits issued to the Minnesota State Fair to <br />operate park-in-ride lots in Roseville (PF3370). <br /> <br />1.0 REQUESTED ACTION <br /> <br />The City Council approved seven Interim Use Permits for the Minnesota State Fair to <br />allow the operation of park and ride lots on seven properties in Roseville during the State <br />Fair. With this approval, the Council directed a review by staff in 2002 of certain <br />properties to determine that conditions and concerns were addressed. The staff findings <br />were presented to the Planning Commission on October 2,2002 (approved 5-0 vote). <br /> <br />1.1 BACKGROUND INFORMATION: <br /> <br />LIOn March 4, 2002, the Roseville City Council approved seven Interim Use Permits for <br />the Minnesota State Fair (two weeks in late August and early September) allowing the <br />operation of park & ride lots to include the following properties: Bethany Baptist Church, <br />Church of Corpus Christi, Grace Church of Roseville, Roseville Covenant Church, <br />Roseville Area High School, St. Michael's Lutheran Church, and The Church ofSt. <br />Rose. <br /> <br />1.2 The Interim Use Permits were approved for each individual site with certain terms and <br />conditions. Specifically, the lot at Bethany Baptist Church required the review by staff in <br />2002 (and reported to the Commission and Council) to determine whether adjacent <br />property owner concerns have been properly addressed. <br /> <br />1.3 The City Staff did receive multiple complaints from the same household regarding issues <br />related to the St. Rose park-in-ride lot. A review of this lot has also been completed. <br /> <br />2.0 INSPECTION RECORD: <br /> <br />2.1 Over the 12 day State Fair the Community Development Department completed multiple <br />inspections of each lot and talked with volunteers working the lots. The inspection <br />records is as follows: <br /> <br />· August 22,2002,7:00 a.m. to 7:30 a.m. - Roseville Covenant Church, Grace <br />Lutheran Church, Roseville Area High School, and St. Rose Catholic <br />Church: Set-up beginning; tent, and portable restroom in place; trash container <br />and water jug under tent; directional signage and cones being place in appropriate <br />locations; volunteers starting to arrive and some customers. <br /> <br />PF3370 - ReA 101402 - Page 1 of3 <br />
