Albert <br />Roseville, MN 55113 <br /> <br />Mr. Thomas Paschke <br />City Planner <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br /> <br />Dear Gentlemen: <br /> <br />This letter contains comments on the Park-n-Ride facility run by St. Rose of Lima Church <br />and the occasional impact of overflow parking on Dellwood Ave. proximal to the Park-n- <br />Ride. <br /> <br />1. The gentlemen from St. Rose of Lima Church did an excellent job with the <br />Park-n-Ride facility this year. To my knowledge, there were no problems with excessive <br />behavior or garbage from users of this facility this year. I am certain that the parking <br />facility was greatly appreciated by fair-goers. <br />2. When the facility was full, fair-goers were directed to other Park-n-Ride <br />facilities. However, on several days, numerous fair-goers chose to park their cars on <br />streets bordering the Park-n-Ride facility at St. Rose, in order to use the free shuttle <br />bus. <br />3. Parking did not occur on Eldridge Ave. adjacent to the church lot, <br />because signage prohibiting fair parking was placed on this street by church members. <br />Parking did occur on two blocks east of Dellwood Ave. One day over 20 nonresident cars <br />were counted on this street. <br />4. Parking on one and both sides of Dellwood Ave. did occur on several days. <br />This is problematical because of the narrow width of the street and the heavy pedestrian <br />and bicycle traffic on this street. Roseville city staff were made aware of this <br />situation. Their response was unsatisfactory. It appears that none of the staff observed <br />this overflow parking when they drove by and/or attended the fair. It appears that a <br />serious accident and/or injury is required to receive sufficient attention to remedy this <br />situation. <br />5. A simple proposal is for the city to provide temporary no parking signs <br />along at least one side of Dellwood Ave. between Eldridge Ave. and Skillman Ave. This <br />street is seldom used for parking by residents. Notices sent to residents prior to the <br />fair might allow them to obtain temporary parking permits and/or encourage them to park on <br />east-west streets during the fair. As the Minnesota State Fair and the St. Rose of Lima <br />Church men's group benefit from the Park-n-Ride facility at this location, perhaps they <br />would assist in addressing this problem with traffic overflow. <br /> <br />I will probably be unable to attend the Roseville Planning Commission meeting to address <br />this issue on Oct. 2, 2002. I would appreciate it if these comments were shared with <br />members of the Planning Commission.
