Some observations: <br /> <br />· The State Fair remote parking sites in Roseville do have radio communication <br />connectivity and those persons working at these sites are referring folks to other <br />available lots when their lot is full and explaining to them how to get there -- at <br />least that is our experience based on our monitoring of all of these lots in <br />Roseville, and that was my personal experience today when I took my daughter and a <br />friend to Roseville High and was told that lot was full but Maplewood Mall's lot had <br />room and I was given directions for getting there; <br />· Eight days into the Fair we in Roseville have received so far only your complaint <br />and one other, also from your household, about street parking adjacent to a State <br />Fair park-and-ride lot in Roseville; <br />. When we checked your neighborhood streets over the noon hour today (Eldridge, <br />Dellwood, Skillman) there were few to no cars parked there - of course, today rain <br />threatens and Fair attendance is probably down; <br />. Our Public Works Department is authorized to limit street parking temporarily in <br />particular exceptional situations -- please contact Public Works Director Duane <br />Schwartz on his mobile, 651-775-3505, if you see a bad street parking situation in <br />your neighborhood that you think may be attributable to the State Fair; <br />. A more aggressive or widespread parking ban on city streets during the State Fair <br />may be viewed as unequal or inconsistent treatment if it bans parking that is <br />otherwise allowed on those streets at all other days and times during the year, or <br />if we were to take such action without first giving all affected neighbors a chance <br />to weigh in on the issue; <br />. If parking should be banned year-round on certain streets where parking is currently <br />allowed, that is a situation the City Council could certainly address after working <br />with the neighborhood; <br />. Police enforcement of temporary parking permits for neighbors and their friends in a <br />context of a temporary ban on street parking for everyone else is extraordinarily <br />difficult to manage; <br />. Of course, if the Council wishes to give staff some direction about these <br />situations, in addition to the parking conditions the Council has already created <br />under the City Code and in addition to the conditions Council has already included <br />within the temporary use permits for the State Fair park-and-ride lots, certainly <br />the Council is free to do so. <br /> <br />Best wishes, <br /> <br />Neal Beets <br /> <br />
