Plannin2: File 3370: A request by Minnesota State Fair to consider <br />an Interim Use Permit on seven properties in Roseville to allow park <br />and ride areas during the Minnesota State Fair. (Properties include <br />Bethany Baptist Church, Church of Corpus Christi, Grace Church of <br />Roseville, Roseville covenant Church, Roseville Area High School, St. <br />Michael's Lutheran Church, The Church of St. Rose) <br /> <br />Chair Duncan opened the hearing and asked Dennis Welsch, Community <br />Development Director, to provide background on the proposed Interim <br />Use Permit. <br /> <br />Dennis Welsch explained that the Minnesota State Fair seeks Interim Use <br />Permits to allow the operation of park & ride lots on seven properties in <br />Roseville during the State Fair (two weeks in late August and early <br />September). The properties include Bethany Baptist Church, Church of <br />Corpus Christi, Grace Church of Roseville, Roseville Covenant Church, <br />Roseville Area High School, St. Michael's Lutheran Church, and The <br />Church of St. Rose. Each site would have a specific Interim Use Permit <br />designed around current conditions and proximity to adjacent residential <br />properties, and be allowed for an initial five-year time frame. <br /> <br />Steve Grans explained the Park and Ride program with the State Fair. <br /> <br />Member Olson asked for details of the St. Rose site. Buses should use <br />Hamline Avenue. Parking should not overflow into adjacent streets; litter <br />needs to be picked up. Two Letters (Barsel and Nepresh) were discussed. <br /> <br />Mr. Grans explained the bus now does stay on Hamline A venue; the bus <br />routing is radio monitored/directed; such monitoring helps move cars from <br />full lots to empty lots. Litter is a responsibility of the volunteer group at <br />each site. <br /> <br />Member Traynor asked if the volunteers are trained to direct drivers to <br />other sites. <br /> <br />Member Cunningham asked if police monitor the activities. Mr. Grans <br />explained that 2 people rove the lots and contact police by cell phone as <br />needed. <br /> <br />Chair Duncan asked for public comment on each church site. <br /> <br />Bethany Baptist. Angie Hoffman Walter, Cleveland Avenue, said that <br />Cleveland is a problem as well as the permit process; she is concerned <br />about safety, particularly with drivers. A motor coach picking up fair <br />goers parks along Cleveland, requiring other vehicles and buses to pass. <br />
