The buses later were directed by police to enter the lot from Shryer. <br />The late night buses, at or after midnight, create noise. There should be a <br />buffer zone between adjacent residential uses and fair parking. The porta- <br />pottie should be placed near the parking area, not the residences. She said <br />the size of the parking lot is not large enough to handle Fair parking. <br /> <br />Randy Nepresh, Eldridge Avenue, asked if the City could add conditions <br />to an Interim Use Permit. (yes) <br /> <br />Corpus Christi. Tom Caswell, commenting on the Corpus Christ site, <br />said he felt positive about the park and ride; no noise, traffic, drunkenness, <br />or litter last year. <br /> <br />Grace Church, Roseville Covenant, Roseville High School, St. <br />Michaels. No verbal comments. <br /> <br />St. Rose of Lima. Bob Ethen stated he started the park and ride at St. <br />Rose. The bus now travels only on Hamline, heading north to other sites, <br />and stops at a bus indentation for pick up. There are two managers on site. <br />Overflow is handled by distributing a list of other lots, which have space. <br />The site is open from 8am to midnight. Speeding occurs regardless of fair <br />goers. The entrances cannot be changed. The cars do not all come at once. <br /> <br />Sara Barsel, Eldridge Avenue, stated she feels St. Rose's park and Ride <br />can work with conditions: 1) Buses on Hamline only; 2)Overflow <br />(infrequently occurs) parking should be addressed with parking permits to <br />residents; 3) Garbage on Dellwood and Eldridge is a problem that should <br />be handled by the park and ride operators; 4) Police could do evening <br />speed monitoring; 5) There should be an annual review and hearing on <br />each site. <br /> <br />Member Mulder asked for clarification regarding "temporary no parking", <br />which also creates problems for residents or guests. Ms. Barsel said she <br />would eliminate all fair parking on streets. Deb Bloom said the Public <br />Works Department could issue temporary no-parking areas along the <br />street. Enforcement of illegal parking is difficult for police and public <br />works. Ms. Bloom suggested temporary no parking as a condition of <br />approval. <br /> <br />Member Olson asked for clarification - are the hours to midnight for <br />operation and monitoring. Mr. Grans responded that the park and ride <br />would be done from 8:00 to midnight. <br /> <br />Member Cunningham asked when the last entry pick-up occurs (The fair <br />entry is open until 10:30 p.m.) <br />
