This money <br />would be to undertake housing and community development activities <br />primarily benefiting the residents of suburban Ramsey County. <br />Seventeen suburban communities have chosen to participate in the <br />agreement process over the past six years, thus, ensuring that a <br />guaranteed annual allocation would be earmarked for the County and <br />those suburban municipalities which desire to actively participate <br />in the program. <br /> <br />This past week, HUD has once again notified us that we remain <br />eligible to continue participation in this federal program. Our <br />eligibility and actual dollar amount we receive is based upon the <br />population accumulated through the number of jurisdictions which <br />join with us. <br /> <br />Our records show that in both 1985 and 1988, your community signed <br />a cooperation agreement with the County to ensure our eligibility. <br /> <br />We are again asking that you sign a new agreement at this time. In <br />order to meet the HUD deadline, our office must have the signed <br />agreement no later than October 10, 1991. <br /> <br />The cooperation agreement which is enclosed is similar to the <br />earlier agreements which you have signed. This year, there are two <br />additional requirements which deal with excessive force and fair <br />housing. These requirements may be found on page 8 of the <br />agreement. <br /> <br />For those communities with police departments, we already have <br />copies of your excessive force policies in our files. The Fair <br />Housing provisions reference the Federal Fair Housing Act of 1989. <br /> <br /> <br />Paper <br />
