'This proposal for <br />senior citizen housing produces a density of approximately <br />26.5 units per acre (with under the ouilding parking), <br /> <br />4. The senior citizen housing facilities will be operated by a <br />company called "Designs for Living Unlimited", out of Devils <br />Lake, North Dakota. These peo~le have specialized in <br />prOViding senior citizen facilities with the aCCOmi)anyi~jg <br />care and act:vity sarvices. We are informed that the <br />typical occupants are retired couples, some in need of <br />watchful medical attention. A registered nurse will be on <br />duty at the facilities. Th~ Planning Commission and Council <br />may wish to question the applicants further regarding the <br />details of their operational program and services. <br /> <br />5. The structures will feature an interior three story atrium <br />wi th roof-top skylights. Payments will be for rent (not <br />concominiums) with a rental range from $795 to $1095 <br />(including such services as custodial care, meals, etc.). <br /> <br />6. The normal parking re'1uirement for' multi-family units in <br />Rosev ille is two parkine spaces per uni t, wi th one being a <br />garage. The developers in this case propose to provide one <br />gal'age per unit ur.der the builJing with an additional 86 <br />exterior spaces. Property leased by the app]~cant fro~ the <br />contiguous Assembly of God Church will contain 33 of these <br />exterior spaces. This parkillg will thus be available to the <br />church on Sunday mornings and available for the multi-family <br />housing development at other times. <br /> <br />The parking proposed is Jlightly more than 1.5 spaces per <br />unit, which is considerably more than that usually furnished <br />in senior citizens housing projects. . The total required at <br />two spaces per unit ~oul~ be 312. The total parking <br />proposed is 237. Thus the variance is for a total of 75 <br />spaces.
