We doubt, however', <br />that such additional spaces will be needed. <br /> <br />7. At the northwest corner of the site, a 6,900 square foot day <br />care center is proposed. The day care center is a special <br />use in either an R-1 or R-3 District. The applicants are <br />now negotiating with a potential operator for the day care <br />center. These negotiations may be completed prior to the <br />Planning Commission hearing. Space is provided for a turn <br />around facility for the delivery and pick-up of children at <br />the site with access off the privat(~ street, rather than <br />Lexington Avenue or Grandview Avenue. It is hoped that the <br />r'elationship between the day care center and the elderly <br />housing facilities will be a good one allowing for some <br />interaction between the two. <br /> <br />8. A 9,280 square foot office building is proposed on a 0.91 <br />acre site at the southwest corner of the property. This <br />land is now occupied by two single family homes, both of <br />which have been purchased by the applicant. One of the <br />homes, however, was purchased with a life occupancy <br />contingency and thus, that site will not be developed <br />.lmrned ia tely. <br /> <br />Inasr.Juch as this site is indicated as high density <br />multi-family housing on the Comprehensive Plan, it will be <br />necessary to amend the Comprehensive Plan to indicate it as <br />a Limited Business area prior to any zoning action taking <br />place on this site. The proposal is to rezone the land from <br />R-1 to B-1. The applicant indicates his intent to have the <br />structure occupied by medical offices. Such services might <br />well be helpful to the contiguous senior citizen housing <br />occupants and the Rose of Sharon nursing home resident,') <br />further to the east. <br /> <br />Access to this property will be off the private street <br />system, thus minimizing impact on Lexington Avenue. The <br />parking indicated for this site totals 41 spaces but should <br />in fact be 45 spaces. We suggest that t:1e site plan can be <br />adjusted to accommodate the additional four parking spaces. <br /> <br />9. A rE~oning from R-1 to R-3 is proposed for the northerly 110 <br />feet of this sl te, up to the south right-of-way line of <br />Grandvicw Avenue. The right-of-way for Grandview has <br />previously been dedicated though the roadway itself is <br />constructed primarily on the northerly half of the <br />right-of-way. This was done because at the time the roadway <br />was built, only half of the right-of-way was dedicated. <br /> <br />Your staff engineer suggests that it may be appropriate to <br />rebuild Grandview Avenue at this time, in which case the <br />
