8.2 Prior to the final vote being taken on the conditional use permit request Commissioner
Mulder made a motion to add a condition that would have eliminated the existing shed
and limited accessory building square footage on the Lichtscheidl parcel to 1,008 square
feet. The motion was seconded by Chair Duncan, but failed (2 ayes/4 nays) upon vote.

8.3 The Roseville Planning Commission recommended approval (4-2) of the Lichtscheidl
conditional use permit request, subject to the above conditions and the inclusion of a
condition that requires landscaping on the north and south sides of the property to
additionally break-up the structure mass and partially screen the structure from adjacent
property owner view.

8.4 Chair Duncan and Commissioner Mulder voted against the request, stating they felt the
access storage space, allowance of a 120 square foot garden shed, was unnecessary, given
the size of the 1,008 detached (garage) accessory structure.

9.0 SUGGESTED CITY COUNCIL ACTION:

9.1 Offer a resolution approving the request by Robert Lichtscheidl for a Conditional
Use Permit allowing the construction of a 1,008 square foot detached accessory
building (garage) in the rear yard of property located at 2550 W estern Avenue,
based on the findings in Section 5 and 6, and subject to the conditions recommended
by the Planning Commission listed in Section 8 of the project report dated 03/25/02.

Prepared by: Thomas Paschke (490-2236)

Attachments: Property location map, aerial photo, site plan, building elevations, and narrative; draft resolution
60-Day Review Deadline: April 7, 2002.

PF3374 RCA - CUP 032502 Page 5
