<br />7.2 The Community Development Staff recommends approval of the request by Mr. Robert <br />Lichtscheidl for a Conditional Use Permit to allow the construction ofa 1,008 square foot <br />detached accessory building (garage) in the rear yard of a 37,000 square foot parcel <br />located at 2550 Western Avenue, subject to the following conditions: <br /> <br />A. A maximum accessory structure (detached garage) size of 24 feet wide by 42 feet <br />deep or 1,008 square feet. <br /> <br />B. A minimum side and rear yard setback of five feet. <br /> <br />C. The accessory structure being constructed with a gable roof truss with a 4/12 <br />pitch; a maximum wall height of eight feet; a maximum height not to exceed 15 <br />feet; and a maximum garage door height not to exceed nine feet. <br /> <br />D. The inclusion of two windows along the north and south facades of the accessory <br />structure, landscaping along the north property line, and a solid wood fence <br />along a portion of the south property line to screen the structure from <br />adjacent property owner views. <br /> <br />E. The installation of roof gutters to properly direct roof drainage away from the <br />northern property. <br /> <br />F. The accessory structure being constructed of similar materials and color for <br />shingles and siding as those of the principal structure. <br /> <br />G. The existing accessory building being razed prior to the issuance of the building <br />permit to start construction of the new accessory structure. <br /> <br />H The use of the detached accessory building (garage) be limited to residential <br />storage and use. <br /> <br />1. The conditional use permit expires 6 months after approval if a building permit <br />has not been issued (Section 1013.03). <br /> <br />8.0 PLANNING COMMISSION CONSIDERATION: <br /> <br />8.1 On March 6, 2002, the Roseville Planning Commission held the public hearing pertaining <br />to the Lichtscheidl conditional use permit request. At the hearing no adjacent property <br />owners or citizens addressed the Commission. However, the neighbor at 365 Oakcrest <br />Lane had provided a letter to the commission concerned about the size of the accessory <br />structure and screening for the homes view. The Commission asked whether landscaping <br />could be added as a condition and the City Planner indicated that it could and that he <br />would work out the details with the two property owners. <br /> <br />PF3374 RCA - CUP 032502 <br /> <br />Page 4 <br />
