Roseville Comments on North East Diagonal Land Use Scenarios
(1/28/02)

1. Commuter use and/or a trail along rail corridor is consistent with Roseville
Compo Plan.

2. Significant new multi-family and employment sites that are within 1f. mile of
N.E.D. have been reviewed - many do not reflect current project planning or the
City's Comprehensive Plan. HGA should clarify the plan from which these land
use configurations was obtained. (Many of these would be major land use
designation changes from the current vision of the community.)

a. City Hall Site and Central Park (not mentioned)
b. Mobile Home Park (not mentioned)
C. Reiling Senior Housing site (5 acres) at Woodhill and Lex. (not
mentioned)
d. Reiling Housing Site (10 acres) at "C" and Dale. (not mentioned)
e. Arona-Hamline Housing. The City Plan is closest to intensive/smart
growth, but city's total dwelling units are higher; HGA needs to clarify
with city community development staff.
f. Twin Lakes Housing - boundaries entirely different than AUAR and
Master Plan, HGA should clarify with city community development staff
g. Twin Lakes Business Park Jobs - boundaries entirely different than
AUAR and Master Plan, HGA should clarify with city community
development staff; Parkway is not shown as transit connection, nor is
impact on transportation known.
h. Centre Pointe Business Park Jobs (not shown)
I. West 35W at Long Lake (not shown)
J. Amoco Business Park Site - shows all housing (400 units), Hazardous
industries to west; surrounded by industrial, not consistent with Compo
Plan, which projects a Business Park. City staff estimated over 750,000
s.f. of business park. HGA should clarify.
k. Paper Calmenson Business/Office Park - assumes internal drive patterns;
connecting roads to 280; changes density of uses; no projections for
business parks jobs; includes portions of Minneapolis. 1.4 million s.f.
estimated includes 50% in Mpls. Shows small buildings; industrial uses
adjacent to north south rail line, not the office uses.
l. Walnut Street at "C" - new development (not shown)
m. Patton Road Business Park (not shown)

3. Assumptions for housing and jobs per s.f. are reasonable, although higher than
the city's numbers used in comprehensive plan.
4. Reverse commute does not seem to be accounted for in layouts.

Notes from: Dean Maschka, Dennis Welsch, Cathy Bennett, Duane Schwartz, Deb
Bloom (01128/02) Q:Comdev\Special projects\NE Diagonal\Concepts for North East Diagonal
