Ramalingam <br />2182 Acorn Road <br />Roseville,MN 55113 <br />651.636.1042 <br />6 625 8884 <br /> <br />May 3, 2001 <br /> <br />City of Roseville <br />Attn: Thomas Paschke <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br /> <br />Re: Joel and Lori Cheney Setback Permit Application <br /> <br />Dear Mr. Paschke: <br /> <br />We have met with our neighbors concerning the application to the City of <br />Roseville referenced above and concur with contents of the letter sent to you by <br />George LeTendre on April 24, 2001. <br /> <br />We are at a loss to comprehend why item 10 of the setback permit <br />application which most probably holds for a site with a preexisting structure is <br />being considered in this application. <br /> <br />A number of the conditions enumerated there do not appear relevant but <br />are included among "a minimum of eight (8) of the following twelve (12) site <br />conditions must be met in order for a setback permit to be issued". These <br />include conditions (a), (b), (d), (h), (j), (i), etc. <br /> <br />In our judgement, LeTendre's property is the same size (about 20,000 sq. <br />ft.) as the applicant's but with a foundation area of about 1,700 sq. ft. Our <br />property is about 3/4 of an acre with a foundation area of about 2,500 sq. ft. The <br />site plan mailed by your office suggests that the final building mass is large and <br />"not consistent with that on contiguous properties" [condition (i) of item 10 of the <br />setback permit application.] <br /> <br />The terrain of the property slopes to the north and hence the drainage will <br />be in that direction. Our property is located immediately to the north of the <br />applicant's property. We believe that the large driveway proposed and the <br />massive structure will most probably aggravate the drainage problem that exists <br />(water logging after downpours on both sides of the driveway serving 2182 and <br />2192 Acorn Road). <br /> <br />The terrain in steeply sloping on the east side of our property. To prevent <br />drainage problems for our neighbor on the east side (2192), we have found it <br />necessary to improve drainage. <br /> <br />We believe that adding significantly to the non-pervious surface of the <br />proposed home will add to the drainage to the north. This will most probably <br />cause damage to our property with serious waterlogging. By raising the water <br />table it will most probably also cause damage to our home with water flowing <br />into our finished lower level by overwhelming the drain tiles. <br /> <br />The proposed driveway is a hazardous blind driveway for the traffic turning <br />north into Acorn Road from County B highway. <br /> <br />The southwest corner of the applicant's property is some 5 to 7 feet above <br />the pavement of County B highway. The proposed driveway is a blind driveway <br />very close to a County highway, and a traffic hazard for all the residents of Acorn <br />Road. <br />
