Date: May 20, 2002

To: Dennis Welsch, Community Development, City of Roseville

From: Craig Piernot, Outdoor Promotions, Inc.

Re: Shelter Maintenance: Scope of Work and Services Provided.

In response to your request, Outdoor Promotions, Inc. provides the following supplemental details
about our shelter maintenance operations. Please note that
the following details disclose some of Outdoor Promotions, Inc.'s competitive
advantages; and, therefore these details are intended for Public Work's internal use only.

In our Transit Shelter Agreement, Article II: Scope of Work and Services Provided, Paragraph 2.
Maintenance-details are provided about shelter maintenance functions. Some ofthe functions are
self-explanatory: emptying trash receptacles, picking up litter/debris about the shelter, power
washing, and the removal of ice and snow from sidewalks. Other functions-sweeping, cleaning,
vandalism and graffiti are not as self-explanatory for Public Works. The following explanations
ought to make these functions more understandable.

Sweeping involves removing gravel, snowlice, and/or litter/debris from the sidewalks and shelter
pads by broom or power blower.

Cleaning involves washing and wiping down the shelter walls, bench, trash receptacle
and advertising display case.

Vandalism and graffiti are cured when either or both problems are detected. When graffiti is seen,
our service technician is equipped to remove the graffiti on that service call and to report the
problem. When graffiti does pernlanent damage to shelter components, it is called-in to our
Maintenance Manager. When vandalism is detected, our service technician assesses the problem and
calls it in to our Maintenance Manager. Repairs are scheduled immediately and made as quickly as
possible or within 48 hours.

OUf maintenance activities will also comply with city ordinances for maintenance of city right-of-way
(e.g. snow removal, etc.)

Dennis, when other questions arise, please convey them to me so they can be addressed quickly.

Date: May 20, 2002
