5.5 The proposed interim use of the property for a temporary classroom will not have an adverse impact on the market value of contiguous properties. 5.6 The proposed interim use of the property for temporary classrooms will not have an impact on parks, streets and other public facilities. The modular unit, as proposed, will not be connected to City sanitary sewer and water main. Currently Advent Lutheran Church allows Family Academy the use of four restrooms, which in total contain five water closets and one urinal. At the printing of this project report the Community Development Department had not concluded the exact number of water closets and lavatories Family Academy was required have based on the Uniform Building Code. 5.7 The proposed interim use ofthe property for a temporary classroom will not have an adverse impact on the general public health, safety and welfare. 5.8 The proposed interim use of the property for a temporary classroom (school) is consistent with the Roseville Comprehensive Plan and Zoning Ordinance. Said interim use also meets all setbacks required in the R-l, Single Family Residence District and is consistent with the City's interim use standards. 5.9 The Charter School's hours of operation will be from 8:00 a.m. to 6:00 p.m. Monday through Friday. 6.0 STAFF RECOMMENDATION: 6.1 Based on the information provided in this project report, staff recommends approval of the interim use permit to allow a temporary modular classroom facility along the south side of the Advent Lutheran Church, 3000 Hamline Avenue, subject to the following conditions: a. The interim use permit is limited to three years or 36 months. The interim use permit will be reviewed administratively on an annual basis on the anniversary date of the resolution granting by the City Council, with a staff compliance report submitted to the Planning Commission and City Council annually, and within 120 days of expiration of the Interim Use Permit. b. The Interim Use Permit shall become null and void after 36 months of operation unless the applicant reapplies for a future interim use permit 120 days prior to the permit expiration date. c. The Interim Use Permit is limited to the use as a temporary classroom (four) facility by Family Academy. d.
