A lawn care <br />service has been hired to manage the site. <br /> <br />The Club parks on the west side of the street, not in front of any homeowners, as <br />well as overflow parking in the American Legion Club lot. <br /> <br />Member Mulder asked ifthere is a shrubbery planting plan (Neighbor to south <br />thinks it looks good now). Planting along east side of shed would be on a sloped <br />right-of-way. (There is no shrubbery setback requirement). <br /> <br />Al Jensen, 690 W. County Rd C, said the shed is an improvement. The lawn and <br />house look better. The "Rosetown" sign is ugly. <br /> <br />Barbara Berke, 728 w. County Rd C, said the property update has been an <br />improvement and she appreciated the new work. She has no issue with the <br />vanance. <br /> <br />Debby Perry, 720 County Rd C, said she has no complaints regarding the <br />improvements. <br /> <br />Rover Hesteen., 269 Rosetown Court, said what happens to the Club property <br />most impacts his property visually. He felt they have acted in good faith and <br />been cooperative. The east side of the garage is the best location for the new <br />shed (as now located). It is an asset. <br /> <br />Member Mulder said he felt the Club acted in good faith and he will support the <br />variance. The driveway appears to be of similar size to the old drive. Part of the <br />issue was the conversion of the Legion drive to a road which was beyond there <br />control. The property looks better. <br /> <br />Member Traynor said he will support it based on hardships for placement of the <br />shed elsewhere on the site. He complimented applicant and neighbors. He asked <br />staff to review contractor licenses for not getting permit. <br /> <br />There being no further comments, Chair Duncan closed the hearing. <br /> <br />Motion: Member Mulder moved, seconded by Member Peper, to <br />recommend approval of the request by Viking Pigeon Club for a variance to <br />Section 1004.02D4 (Yard Requirements - Setbacks) and Section 1004.01A6 <br />(Maximum Total Surface Area) of the Roseville City Code, based on the <br />findings of Section 6 and conditions of Section 7 of the project report dated <br />July 10, 2002, as follows: <br /> <br />a. A property survey indicating all structures, driveway and sidewalk, and <br />their dimensions and square footage. <br />b. The shed being screened with a year round landscaping on the south and <br />a portion of the east of the property directly adjacent said shed. <br />c. The applicant submitting and receiving a permit for the driveway work <br />completed consistent with the approved variance. <br />d. The applicant submitting and receiving a permit for the garden shed, <br />consistent with the approved variance. <br />
