File 3393: Request by Paul Rudolph for a Variance to Section <br />l004.02D4 (Yard Requirements - Setbacks) and Section l004.01A6 <br />(Maximum Total Surface Area) to allow a shed to be placed in the required <br />30-foot setback from an adjacent street and to allow impervious coverage of <br />34% (as estimated by staft) for the property located at 716 County Road <br />"C" . <br /> <br />Chairman Duncan opened the hearing and requested City Planner Thomas <br />Paschke provide a summary of the project report dated July 10,2002. <br /> <br />716 County Road "c" is a house used as a rental property but owned and <br />maintained by Paul Rudolph and the Viking Racing Pigeon Club. Club meetings <br />are held on site within the detached garage. Recently a dilapidated shed that was <br />formerly located in the rear of the property was removed. <br />The request seeks an approval of34% (approximate) lot coverage and accessory <br />building setback variance for a shed adjacent to Rosetown Court. Staff <br />recommended approval. <br /> <br />The Commission asked for details of why property owners were not issued <br />permits. <br /> <br />Member Mulder said he understood the uniqueness of the site as it relates to the <br />PUD. The challenge is that there has been significant investment, but isn't there <br />additional space on the site for the building. <br /> <br />Member Peper asked if the siding was changed (Yes, to vinyl). <br /> <br />Chair Duncan noted little response from owner, and costliness of reducing the <br />size of the driveway. <br /> <br />Member Traynor agreed with the concerns of Members Mulder and Duncan. <br /> <br />Member Mulder asked if staff encourages this type of request. <br /> <br />Is the site better today with the improvements or left as was with no <br />improvements? <br /> <br />Paul Rudolph, manager of the site, explained that the Pigeon Club has attempted <br />to improve the premises. The shed and garage were there when purchased. The <br />new shed is 6' x 20'. The new driveway was done by a contractor, without a <br />permit. They have worked with the neighbors. <br /> <br />Bob Korn, President of Viking Racing Pigeon, noted the site was purchase in <br />1975. There have been no complaints prior to 1995. <br /> <br />Mr.Korn noted that on April 26th the old shed was moved out. The concrete <br />contractor removed all sidewalks and blacktop. A concrete pad was built to hold <br />the new shed east of the garage. The shed was resided. The property owners to <br />the south did not like further privacy fencing, but more fencing. He requested <br />removal ofthe old southerly shed. Mr. Korn showed pictures ofthe new <br />
