In accordance with the Interim Moratorium Ordinance, the <br />Planning Commission will need to study the issue of locating sexually oriented businesses <br />within the City. At the outset, the Planning Commission and City Council should review a <br />compilation of reports and studies relating to sexually oriented businesses and the negative <br />secondary effects associated with such businesses, These reports and studies essentially <br />examine the negative secondary effects produced by sexually oriented businesses, sucb as <br />lowered property values and increase in crime (particularly sex crimes). If you do not have the <br />compilation of studies relating to sexually oriented businesses, call me and I can send you a <br />copy. <br /> <br /> <br />In reliance on these reports and studies, the Plarming Commission will need 10 adopt <br />fmdings regarding the secondary effects that sexually oriented businesses would have in the <br />City of Roseville. See enclosed proposed Resolution Establishing Findings of Fact. If the <br />Planning Commission approves the proposed Resolution, the Resolution Establishing Findings <br />of Fact should be submitted to the City Council for its approval. <br /> <br />PHASE IT <br /> <br />The Planning Commission will need to have a draft zoning ordinance prepared to <br />recommend to the City Council, which ordinance will include provisions limiting sexually <br />oriented businesses to the appropriate zoning district(s) and limiting the distance between such <br />businesses and other sensitive land uses, such as religious institutioDS, residential areas, parks, <br />schools, daycares, libraries, etc. In reviewing proposed zoning ordinance resrricdons, the <br />Planning Commission will need to have the possible locations for sexually oriented business <br />mapped out, given proposed restrictions in me draft zoning ordinance, and determine that there <br />are sufficient locations for such businesses (approximately 8 % or more of land within the <br />
