04/25/2002 14:29 FAX 6514525550

CAMPBELL KNUTSON PA

[4J 004

Mr. Dennis Welsch
Apri125,2002
Page 3

City). The City should analyze, geographically, the effects of various zoning requirements and
determine whether a sufficient amount of the City's land area is available to such businesses.
The Planning Commission must hold a public hearing on the zoning ordinance amendment.
The proposed ordinance will then be submitted to the City Council.

I have included a draft ordinance amending Title 10 of the City Code regarding
Sexually Oriented Uses. I included these uses as permitted uses in the districts identified in
your e-mail to Joel. However, 1 was unable to locate the RR district in your code. Once you
provide me with this information, I can revise the ordinance to include this district. I am not
sure whether the limiting factors identified in the draft ordinance were included in your
mapping of such uses or whether only distance from residentially zoned districts was used.
Can you confion this Or revise the map accordingly? We should also detennine the percentage
of City land available for locating sexually oriented uses.

The City Council may also want to consider a draft ordinance concerning the licensing
of sexually oriented businesses simultaneously with the zoning ordinance. I will forward you a
draft licensing ordinance as soon as it is completed.

If you have any questions regarding the foregoing procedure or background
information, please contact me.

Very truly yours,

Campbell Knutson
Professional Association

BY:~~

Andrea McDowell Poehler

AMP

Enclosures
