REQUEST FOR CITY COUNCIL ACTION

Date: 06/17/02
Item No: IV. B.
Agenda Section:
LAND USE

City of Roseville request to re-affirm Conditional Use Permit
for Northco Real estate Services, 1656 Terrace Drive, for
continued use as Truck terminal. Report (PF 3401)

1.0 REQUESTED ACTION:

1.1 Northco Real Estate Services has requested a reaffirmation of a pre-existing special use
permit to continue to operate a truck terminal in an 1-2 zone located on a tier oflots south
of Terrace Drive and west of Lincoln Drive, west of the Roseville Square Shopping
Center.

PROJECT REVIEW HISTORY:
. Application Accepted: May 7,2002
. Decision Deadline: July 7,2002
. Original review: May 10, 2002
. Planning Commission: Hearing and Approval (5-0) - June 5, 2002
. Anticipated Council Action - June 17,2002

2.0 BACKGROUND:

2.1 The City Zoning Code was originally adopted as Ordinance 275 in 1959. In this
Ordinance, truck terminals were approved by issuance of a Special Use Permit (now
called a Conditional Use Permit). The City record keeping was inconsistent in those years
- no record can be found of the actual Special Use Permit or Council Action. Staff
presumes that a Special Use Permit was issued for the Terminal Building located at 1656
Terrace Drive in 1972 or 1973 because the building is consistent with both the
Comprehensive Plan and the Zoning at that time. A building permit was issued for the
construction of the building on 4.3 acres in 1973.

2.2 For record keeping and financial reasons, Northco Real Estate, the current owner, and
Clark Brothers Transfer have requested the City provide either a copy of the original
permit or a reaffirmation of the permitted conditional use on the site.

2.3 In the current City Code, the terminal use remains a conditional use within an 1-2 zoning
district.

2.4 Existing Conditions: The 4.3 acre site is improved with a 17.500 s.f. concrete block truck
terminal in the middle of the site. The south and east sides of the site are encumbered by a

PF3401 RCA(061702) Page 1
