<br />40 foot wide drainage ditch, now called Drainage Ditch #4. Except for this ditch area (.75 <br />acres or 32,000 s.f.) and a building setback areas adjacent to the south and east edge of <br />approximately 0.50 acres, and the building itself, the entire site is paved for truck <br />movement or parking. A 42" sanitary sewer line, within a 30 foot wide easement cross <br />through the site from southwest to northeast in the mid portion of the site. The site has a <br />50 foot wide north-south private access easement from the northeast boundary of the lot <br />to Terrace Drive. The site also has a minimum of 15 marked passenger vehicle parking <br />spaces. <br /> <br />2.5 Future Considerations: The site is considered a portion of the Twin Lakes Business Park <br />and the newly adopted master plan for this area. For this parcel the long term future use is <br />designated as Hi- Tech-High Flex, one and two story building for office, showroom and <br />laboratory or light manufacturing. <br /> <br />2.6 The rezoning of all of Twin Lakes to "B-6" Mixed Use Office Park will be considered by <br />the Planning Commission at a hearing on June 5, 2002. Should the Planning Commission <br />and Council approve a rezoning to create consistency with the Comprehensive Plan, non- <br />conforming current operations, uses, and buildings could remain as long as they choose, <br />provided there is no expansion or intensification of the uses. In the case of North co, the <br />truck terminal would become a pre-existing non-conforming use and the truck terminal <br />could remain, as is, until the owner chooses another use. <br /> <br />3.0 STAFF AND PLANNING COMMISSION RECOMMENDATIONS: <br /> <br />3.1 The staff recommended approval of the affirmation that the site located at 1656 Terrace <br />Drive, as use permitted by a Conditional Use Permit as per Section 1007.03 C4. <br /> <br />3.2 The Planning Commission held the required public hearing on June 5, 2002. There was <br />no public comment. <br /> <br />3.3 The Planning Commission recommended (5-0), adoption of a resolution which reaffirms <br />the current truck terminal use on the Northco site, located at 1656 Terrace Drive, as use <br />permitted by a Conditional Use Permit as per Section 1007.03 C4 as ofJune 17,2002. <br />The Commission noted that this issue should be taken up and acted upon before the same <br />area is rezoned to B-6 in order to reduce the potential confusion in the record. <br /> <br />4.0 SUGGESTED ACTIONS: <br /> <br />4.1 Adopt a resolution (draft attached) which reaffirms the current truck terminal use <br />on the Northco site, located at 1656 Terrace Drive, as use permitted by a <br />Conditional Use Permit as per Section 1007.03 C4 as of June 17, 2002. <br /> <br />Prepared by: Dennis Welsch (490-2232) <br />Attachments: Application and history of site, site maps, draft resolution. <br />Q:ComDev\Planning Files\PF340 I \RCA(06 I 702) <br /> <br />PF3401 RCA(061702) Page 2 <br />
