The building on this property was originally constructed and
used continuously since 1973 as a truck terminal. A picture of the building and a Survey
are attached. The City staff has been unable to locate the Conditional Use Permit. Under
the circumstances, the staff assumes an appropliate permit was issued in 1973 but that it
is lost. This Application seeks merely to reaffirm and properly document the use that this
Property has had for almost 30 years.

This building was built by Roberts Construction, Inc. in 1973 as a "truck telminal" or
"motor freight tem1inal". Roberts built numerous other office warehouse buildings in
Roseville at that time. As we understand it, under the zoning code at that time, a special
permit (now called Conditional Use Permit) was required for a motor freight terminal.

The building is 50 feet wide with 56 cross dock doors, so it was clearly built as a truck
telminal. Because of that fact, the staff assumes it received the special permit needed.
Our records reveal that it was in constant use as a truck telminal, although those records
do not go back further than 1986.

Several "zoning letters" have been issued over the years which did not cause the issue to
be identified earlier. Those state in pertinent part:

Dec. 11, 1986:

"The building and the current uses thereof comply with
applicable zoning ordinances and cUlTently meet the
requirements of the City of Roseville with respect for

4900 VIKING DRIVE
MINNEAPOLIS, MN 55435-5314
TEL: 952.820.1600
FAX: 952.820.1620
http://www.J1orthco.com
