<br />1 Extract of Draft Minutes, Plannin2 Commission Meetin2, June 5, 2002: <br />2 <br />3 g. Plannin2 File 3401: Request by the City of Roseville for re-affirmation <br />4 of a Conditional Use Permit for Northco, 1656 Terrace Drive, for use of <br />5 site as truck terminal. <br />6 <br />7 Chairman Duncan opened the hearing on reaffirmation of the original <br />8 Conditional Use Permit and requested Community Development Director Dennis <br />9 Welsch provide a summary of the project report dated June 5, 2002. <br />10 <br />11 Northco Real Estate Services has requested a reaffirmation of a pre-existing <br />12 special use permit to continue to operate a truck terminal in an 1-2 zone located <br />13 on a tier of lots south of Terrace Drive and west of Lincoln Drive, west of the <br />14 Roseville Square Shopping Center. <br />15 <br />16 The City Zoning Code was originally adopted as Ordinance 275 in 1959. In this <br />17 Ordinance, truck terminals were approved by issuance of a Special Use Permit <br />18 (now called a Conditional Use Permit). The City record keeping was inconsistent <br />19 in those years - no record can be found of the actual Special Use Permit or <br />20 Council Action. Staff presumes that a Special Use Permit was issued for the <br />21 Terminal Building located at 1656 Terrace Drive in 1972 or 1973 because the <br />22 building is consistent with both the Comprehensive Plan and the Zoning at that <br />23 time. A building permit was issued for the construction of the building on 4.3 <br />24 acres in 1973. <br />25 <br />26 For record keeping and financial reasons, Northco Real Estate, the current owner, <br />27 and Clark Brothers Transfer have requested the City provide either a copy of the <br />28 original permit or a reaffirmation of the permitted conditional use on the site. <br />29 <br />30 There being no further comment Chair Duncan closed the hearing. <br />31 <br />32 Motion: Motion by Member Duncan, seconded by Member Bakeman, to <br />33 recommend adoption of a resolution (draft attached), which reaffirms the <br />34 current truck terminal use on the Northco site, located a 1656 Terrace <br />35 Drive, as use permitted by a Conditional Use Permit as per Section 1007.03 <br />36 C4. <br />37 <br />38 Ayes: 5 <br />39 Nays: 0 <br />40 Motion carried. <br />41 <br />42 Chair Duncan recommended this action to take place prior to the B-6 rezoning <br />43 decision by the Council. <br />44 <br />
