<br />Extract of Minutes ofRoseville City Council Meeting of June 10,2002 <br /> <br />B. <br /> <br />Hearing Regarding the Potential Creation of a <br />RosevHle Housing Redevelopment Authority <br />Kysylyczyn acknowledged the presence of Kermit <br />Mahan, Executive Director of the Austin, Minnesota <br />HRA. <br />Then Welsch and Bennett presented. They overviewed <br />the dedication of public funds, other resources and talent <br />on housing issues through an HRA. They discussed <br />perceived housing needs in Roseville and how those <br />needs may not be met unless an HRA is created. Finally, <br />they described the process for creating an HRA and <br />assessing a tax levy. <br /> <br />Kough asked about the levy limit and phasing in a levy. <br /> <br />Kysylyczyn opened the public healing at 7:35 p.m. <br />1. Ed Bun-ell, resident, spoke in favor of housing <br />programs but not through an HRA. He believes <br />the Council already can do everything that needs <br />to be done and does not need an HRA. He favored <br />a Citizens Housing Committee to study housing <br />needs in Roseville. Finally, he indicated that <br />another 12 million in funds would be coming to <br />Roseville over the next two years without a tax <br />levy increase. <br />2. Dick Lambert, resident, urged caution and resisted <br />a non-elected HRA Board. <br />3. Ernie Willenbring, resident, spoke against more <br />new taxes. <br />4. Judy Florine asked two questions: <br />a) Wants to hear from Council Members who <br />favor an HRA. <br />b) Staffing Who will staff? Exactly, how <br />much will it cost? <br />5. Dick Houck, resident, wonders why Roseville <br />needs an HRA, agrees with the comments of <br />Bun-ell, and encourages notifying Roseville <br />residents before a taxing authority is created. <br /> <br />Kysylyczyn closed the public hearing at 7:56 p.m. <br /> <br />Housing <br />Redevelopment <br />Authority (PF3405) <br />
