<br />City Council Minutes - 06/1 0/02 <br />Page 2 <br /> <br />Welsch responded to public questions and comments. <br /> <br />Maschka expressed concerns about int'oducing <br />artificialities into the market place. <br /> <br />Kermit Mahan, Executive Director of Austin, Minnesota <br />BRA, spoke about his 34 years of experience in housing. <br />Be spoke in favor of an BRA based upon accountability, <br />housing needs, funding leverage, property protection, <br />economic development, and leadership. Be noted there <br />were approximately 140 BRAs in Minnesota. Be <br />commented on the value of "shared success" and <br />"credibility." <br /> <br />Ed Burrell commented on the value of community <br />support, as recommended by Mr. Bouck and Mr. Mahan. <br /> <br />Kough asked Mahan about measuring and approving <br />risky housing decisions. <br /> <br />Klausing asked about the differences between housing <br />issues and the issue of creating a housing redevelopment <br />authority to address those housing issues. <br /> <br />Kough asked about the composition of an BRA Board. <br /> <br />Schroeder looked at an BRA focusing attention on <br />housing issues. Be favored a dollar- for-dollar reduction <br />in the City tax levy to support a potential BRA levy. <br /> <br />Maschka favored a citizens' committee. Be opposed <br />mayoral appointments to an BRA Board and opposed <br />staff cutbacks to support an BRA. <br /> <br />Klausing failed to see the necessary connection between <br />solving housing issues and creating an BRA. Be favored <br />a citizen advisory commission to report back to the <br />Council. <br /> <br />Kough spoke in favor of more affordable housing in <br />Roseville and creating other housing opportunities. <br />
