3.0 Staff Comments and Suggested Recommendation 3.1 Staff recommends that the City Council focus on the" City Housing Policy" - if it is to ensure the long term viability of the housing stock in the community, having a Housing & Redevelopment Authority is the best legal authority to do so. The City's existing legal authority, with the powers of a port authority, can achieve many of the same objectives as an HRA. However, to do many of the existing and future housing projects using the existing City structure requires cross reference statutory authority through blighted land and correction of health, safety and welfare issues. Using an HRA, the statutory authority is very clearly written with the specific focus on housing projects. 3.2 In addition, the" funding sources" and "funding uses" for housing are clarified - an HRA has levy authority outside the City levy limits to specifically fund housing programs and the administration of those programs. An annual levy must be supported by a budget provided by the HRA and approved by the City Council as part of the budget process as noted in the following excerpt from the MN State Statute 469.033, subd 6 - Operation area as taxing district, special tax. ... ... The amount of the levy shall be an amount approved by the governing body of the city, but shall not exceed 0.0144 percent of taxable market value. The authority shall each year formulate andfile a budget in accordance with the budget procedure of the city in the same manner as required of executive departments of the city or, if no budgets are required to be filed, by August 1. The amount of the tax levy for the following year shall be based on that budget. 3.3 An HRA levy does not need to be instituted immediately. The current housing fund can be converted to the HRA (if established) for housing use and when the fund begins to deplete (staff estimates that this will happen in 3+ years) an HRA levy can be approved in any year as part of the budget process. 4.0 Suggested Council Action 4.1 Hold the public hearing regarding the need for establishment of a Housing and Redevelopment Authority in the City of Roseville. 4.2 Upon closure of the public hearing, approve (deny) a resolution establishing a Housing and Redevelopment Authority to function in the City of Roseville.
