<br />City of Roseville <br />Community Development Department <br />Housing & Redevelopment Authority Summary Information <br /> <br />Preamble: <br /> <br />The City of Roseville developed a Housing Improvement Plan in 1999 which is updated <br />and approved by the City Council on an annual basis. The Housing Plan guides planning <br />and policies related to providing a community rich in housing quality and choices for all <br />residents. The main components of the Housing Plan include the Vista 2000 vision and <br />goals and policies of the City's Comprehensive Plan and Livable Communities Action <br />Plan. Each program within the Housing Plan strives to meet the current needs of the <br />community by collaborating with other agencies and filling gaps that might exist within <br />more traditional housing programs. <br /> <br />Since the Housing Plan was adopted in 1995, Roseville has become more proactive in <br />providing programs that meet the needs of the community. These programs do come at a <br />cost but the benefits have been outstanding. In 2001, Roseville spent over $300,000 on <br />housing programs which included a total of $244,417 in City low interest loans that were <br />issued to 30 Roseville residents. This investment generated over $1 million in other <br />public and private contributions to improve Roseville's housing stock, leveraging <br />Roseville's investment of $300,000 over three times with outside funding. <br /> <br />With an annual $300,000 investment to continue the level of service that has been <br />provided over the past three years the $800,000 fund will be depleted in less than three <br />years. An additional funding source will be necessary to keep pace with the programs <br />Roseville has provided to maintain a quality housing stock. In addition, providing new <br />programs that address large multi family projects will be a challenge with the current <br />level of funding. <br /> <br />The following report provides information regarding the establishment of a Housing and <br />Redevelopment Authority. The majority of first ring communities in the metro area and <br />many greater Minnesota communities have or are considering this alternative to help <br />achieve the housing goals and reduce the declining condition of their aging housing <br />stock. <br /> <br />1.0 Summary of Roseville Housing Condition <br /> <br />Roseville has over 15,000 housing units. Single family detached homes make up the <br />majority of housing units in Roseville (56%). The second largest housing type is <br />apartments and condominiums, which make up 38% of the units in the City. Town <br />homes are also a major housing type, representing over 5% of the community housing <br />stock. <br /> <br />1 <br />
